Reduced Peak Load Impact for a Financial Government Agency with SAP Utility Automation
Overview.
A large Financial Government Agency aimed to get off-line utility to reduce impact due to high volume peak loads. The Government Department generated an annual Tax revenue collection of Rs. 1.25 lac, crores across a dealer base of 10 lac dealers and 40 lacs professional taxpayers. They engaged with Coforge to develop an offline return entry form incorporating all validations which will help the tax officer with minimal efforts to process further.
The standard tax return document consists of over 10 pages of information to be furnished and supported by all the invoices generated during the period.
Any return that would fail the validation rules, would be sent back to the dealer for correction and re-upload with the errors listed down.
Once the returns get uploaded successfully the filed copy of the return will be sent to the dealer with an automated signed and verified stamp.
The complete exercise is memory intensive and time consuming and was creating upload failures during peak periods such as month end when the peak concurrent users were over 15000 to 20000.
Solution
Coforge assessed the scope and provided an end-to-end solution based on the multiple scenarios and below are the key highlights.
Excel sheets were created exactly like the statutory forms of the Government Department.
Validation incorporated in the excel sheet using Excel Visual Basic code.
An option was provided in Excel sheets to see the draft output of the return.
Password protected excel sheet provided as a download in portal.
Option provided to generate the .dat file in line with the database structure created in ISR.
SAPUI5 application created to enter minimum input (Dealer Registration number, return filing period etc.) & option provided to upload the .dat file generated from Excel.
Controls created to validate the version of .dat files generated from excel.
Return form bundle creation and processing programmed based on the .dat file uploaded.
The impact.
Offline feature available for dealer to prepare the return filing data.
No internet connection required for Return filing data entry. Portal access is required only to upload the data.
Dealer can generate the draft output from Excel, no need to upload the return data in Portal.
The number of concurrent users increased in Portal as minimum processing required while filing return.
After uploading the .dat file in portal, the system generates the return draft output, which dealer can compare with the draft output generated from excel.
Similar principles were re-used and deployed for many such requirements in the Government Department such as refund processing, Form C submission, new dealer registration etc.
The on-line Professional Tax utility and the Registration utility developed had also been nominated to be represented to the World Bank for an award on “Ease of doing Business”.
The same functionality was extended to other organizations such as Ministry of Trade affairs, Establishment of shops etc. by routing the registrations that came to them through the portal.
